An ordinary fellow got suddenly the war minister's job. There's no harm in it, as long as the country is not in war!

Hilarious, but too slow and many jokes are too long. Pentti Siimes is funny in the role of the ordinary fellow. Tarmo Manni looks very militant in his big boots. Beside that, there's nothing much.
